Are resource cahce's disabled on a planet of an inactive player alltho the building is.. say lvl5?

just wondering if it's worth the attack and all.. would seem contraproductive if my transports came home empty ^^

Those kind of storage that prevent resourses from stealing (for terrans) with attack still work in n/a players as well.
