What does that mean? The amount of the small clusters are five times more through out the areas? -- I.E. More clusters of pirates around areas?

Or, the amount of the pirates within the smallest clusters is five times more of them in each? -- I.E. instead of 25 Fighters or Corsairs it is now 125 of them?

Judging by the fact that i have 250 fighters right next to my planet when they were usually 30-50 i'd say it's the second one.
