This value is calculated from speed bonuses of your account. It doesn't take into consideration external bonuses, e.g. Alliance Network or Fleet Beacon. If the speed is upgraded with these, warm-up time also gets shorter. Most likely your flight was within your Alliance Network, so it was with different speed.
